U.S. seems to have largely escaped winter
The temperature in Minneapolis didn't fall to zero degrees this winter until Jan. 12. On Jan. 5., the daytime high in Rapid City, S.D. (a record-setting 71 degrees), was higher than in balmy Miami (69 degrees). And just a couple of days before New Year's, visitors to Park City, Utah, skied on man-made snow and dined al fresco ? without their parkas.
Throughout the continental United States, it's been a very warm winter.
"The talk across the whole country has been, 'Where has winter been?'" said Dale Eck, who runs the global forecast center at the Weather Channel in Atlanta.
The answer: A combination of factors has trapped the winter's cold air in the northern latitudes over Canada and Alaska.
"If you look at U.S. temperatures, you'd say, 'Wow, it was a warm winter,'" said Dan Cayan, a climate researcher at the U.S. Geological Service and the Scripps Institution of Oceanography in La Jolla. And you'd be right.
"But," he added, "in the coastal West, it's been cool."
Sunshine and nearly 80-degree temperatures in downtown Los Angeles this week ? combined with an early January heat wave and vicious Santa Ana winds in late November and early December ? might leave locals with the impression that winter has been similarly balmy in Southern California.
But while the season is shaping up to be exceptionally dry, it has not been unusually warm.
In fact, November's average high temperature of 69 degrees in downtown Los Angeles was four degrees below normal, and December's average of 66 was two degrees below normal, said Ryan Kittell, a forecaster at the National Weather Service's Oxnard office.
Overnight low temperatures were also cooler than average, making this December the seventh-coldest (by that measure) since 1877.
In January, however, there have been an unusual number of days when the temperature downtown exceeded 80 degrees ? four, as of Friday. January usually has two such days, on average. Those days have pushed the average temperature for the month so far to 70 degrees, which is 2 degrees above normal.
Scientists said the cyclical cooling in the Pacific Ocean known as La Ni?a was a likely cause for dry conditions in California and across the nation.
There's an 82% probability of less-than-normal rainfall in a La Ni?a year, said Bill Patzert, a climate researcher at the Jet Propulsion Laboratory in La Ca?ada Flintridge.
Most of California has received less than half of its normal precipitation this winter, Cayan said.
According to the National Weather Service, downtown Los Angeles has had 5.06 inches of rain this water year, which began July 1. The average for that time period is 6.74 inches.
La Ni?a-related dryness might have helped California stay cool at night, Kittell said, because less rain means less water vapor in the air. Water vapor is a greenhouse gas that traps heat near the ground.
"When it's very dry, you kind of lose that extra layer and the ground cools like crazy," he said.
Cayan chalked up the cool temperatures on the West Coast to its position on the eastern edge of a La Ni?a-related high-pressure center over the Pacific Ocean that has created a dry, cool air flow in the region.
La Ni?a has also helped keep the jet stream on a west-to-east path over Canada, preventing cold Arctic air from dipping into the Lower 48 states, he said.
A phenomenon known as the Arctic Oscillation has reinforced that effect, Patzert said.
The oscillation is a pattern of pressure that wraps itself around the North Pole. When the pressure is low, as it has been for most of this winter, the oscillation captures the cool air that normally breaks out of the Arctic and moves into Canada.
The Arctic Oscillation shifted in January, leading some meteorologists to predict that cold air would soon dip farther south, allowing the winter to finally begin in earnest.
But since La Ni?a can persist for years, Cayan said he suspected it was unlikely California would catch up on rain and snowfall this year.
"We're so far behind right now," he said.

Romney and Gingrich stay focused on Florida (AP)
The two leading candidates in Florida's Republican primary, Mitt Romney and Newt Gingrich, are staying focused on voters with events around the state this weekend.
On Saturday, Romney has events planned in Pensacola and Panama City. Gingrich will be in Stuart, Port St. Lucie, Brooksville, Orlando, Winter Park and West Palm Beach.
Far away from Florida, Ron Paul is hosting a town hall Saturday morning at the University of Southern Maine, in Gorham, and similar events later in the day in the Maine towns of Freeport and Alfred.
Rick Santorum left Florida for a quick trip to Pennsylvania and plans to host a fundraiser Saturday night in Washington, D.C.

Obama Discusses Details From His Energy Agenda
The Obama administration released more details Thursday about the energy plan he previewed at the State of the Union this week. He announced an oil-and-gas-lease sale on nearly 38 million acres in the Gulf of Mexico ? and proposals for new incentives to increase the use of natural gas in heavy trucks and buses.

President Obama was in Nevada today, promoting his efforts to increase oil and gas production.
PRESIDENT BARACK OBAMA: Today, I'm announcing that my administration will soon open up around 38 million acres in the Gulf of Mexico for additional exploration and development, which could result in a lot more production of domestic energy.
BLOCK: NPR's Elizabeth Shogren reports that the president's new petroleum push is unpopular with environmentalists and Republicans.
ELIZABETH SHOGREN, BYLINE: President Obama is starting off the New Year by reshaping himself into a champion, not just of clean energy, but of fossil fuels, too.
OBAMA: For decades, Americans have been talking about - how do we decrease our dependence on foreign oil? Well, my administration has actually begun to do something about it.
SHOGREN: Oil production is up and Americans are using less gasoline. As a result, America is importing less foreign oil than it has for 16 years. The chairman of the House Natural Resources Committee says that's no thanks to President Obama.
REPRESENTATIVE DOC HASTINGS: He has done nothing about it. His rhetoric sounds that way, but in fact, that is not the case.
SHOGREN: Republican Doc Hastings says policies of previous presidents boosted oil production. Hastings says President Obama has stood in the way. For example, he cancelled lease sales in Utah and slowed offshore drilling after the BP spill.
Energy analyst Kevin Book says the president's renewed focus on petroleum shows he gets how crucial the industry is for the future.
KEVIN BOOK: The message that energy production creates jobs has been internalized at the highest level of government.
SHOGREN: And yet, Book says the proposals the president is trumpeting aren't really new. For instance, the lease sale announced today was originally planned by the Bush Administration. In the State of the Union, the president said more offshore leases are on the way in the next five years in the Gulf of Mexico and off Alaska.
Environmentalists say the plan is too aggressive. Frances Beinecke, the executive director of the Natural Resources Defense Council, was on Obama's national commission on the BP spill.
FRANCES BEINECKE: The oil and gas industry is not investing in the safeguards that are required to ensure that spills don't occur.
SHOGREN: The president's new energy push isn't all about oil. He's calling for more homegrown production of natural gas and clean renewable power, too.

Will Microsoft's next machine blow its current console out of the water?
The current?video game console generation is entering its twilight years, and with that inevitability comes the unceasing rumors of what each company's next hardware will be capable of. Nintendo has already shown its hand by?unveiling the Wii U, and now some tasty tidbits are beginning to surface regarding the next Xbox from?Microsoft. Popularly nicknamed the Xbox 720, some new, well-sourced rumors suggest that it will be six times as powerful as the current console.
The?Xbox 360 is no slouch, and it can still play host to the?hottest new releases, but the hardware is approaching its 6th birthday and some serious advancements have been made in the world of graphics processing in the last half decade. The new Xbox will reportedly run on a derivative of AMD's 6670 graphics chip, which supports 1080p HD, 3D, and linking to multiple external displays.
Compared to the Wii U, the Xbox 720 should be roughly 20% more powerful, though the stats of the two systems appear to be close enough that players may not notice a difference. Like Microsoft, Sony has yet to officially reveal anything about its followup to the?PlayStation 3, but based on their console release history, a new machine is undoubtedly in the works. Where the PlayStation 4 will stack up in comparison to the new systems by Nintendo and Microsoft is anyone's guess.

Gaultier fetes Winehouse, Givenchy goes futuristic (Reuters)
PARIS (Reuters) ? Jean Paul Gaultier delivered an ode to Amy Winehouse at his spring/summer 2012 haute couture show in Paris on Wednesday. The late pop singer's musical spirit and bad girl fashion sense were all over the runway.
"No, no, no," sang the four male Afro-American acapella singers who kicked off the show, using Winehouse's husky battle cry "Rehab" as a backdrop to 1950s and 60s-inspired looks.
Sporting pink, red, blonde and black beehives, the leggy models with thick cat-eye eyeliner sported lots of lace, sequins, peek-a-boo skin -- and even cigarettes.
A shocking canary-yellow sequined blouson was paired with an equally bright turquoise slim sequined skirt in a sexy look worthy of 50s pin-up girl Betty Page.
Another seemed tailor-made for a gal with a hangover who doesn't want to get out of bed: a satin peignoir in a printed marquetry fabric worn over a jewel-encrusted bustier.
Winehouse, who died in July from alcohol poisoning, was known for her rich voice, songs that recalled 1960s girl bands, her towering hairstyle and struggles with drugs and alcohol.
The singer's voice on her best-selling hit "Back to Black" filled the vast room at the end of the show as models with veils covering their faces filed past guests such as Catherine Deneuve and burlesque star Dita Von Teese.
At Givenchy, tough was also on the menu, but designer Riccardo Tisci used beading, heavy embroidery, and animal skins to create armor-like dresses and jackets.
The atelier showed 10 looks on Tuesday inspired by Fritz Lang's 1927 film "Metropolis." Hints of Art Deco design on collars and sleeves gave way to a hard-edged, futuristic sensibility.
A black jacket, like a suit of armor, was stitched from thousands of tiny black beads with a black crocodile overlay. Stars adorned the back of the jacket, while swirls of flowers at the cuffs were sewn from individual scales. The overall effect was a Gothic armadillo meets Mad Max.
In another look, the skin of a crocodile was literally recreated, scale by scale, on a woman's body, held in place by invisible tulle. Wrapped around the waist, resembling a Japanese obi, was the animal's spine, with two tails creating the belt.
Even the design on a flowing white skirt resembled scales, sewn via tiny transparent sequins and set off with a bold, silver chain connecting the skirt to the shoulder.
For the top, Tisci played it simple, choosing a classic white t-shirt -- a look, in fact, that Winehouse may have approved of.

INDIANAPOLIS (AP) ? The next chapter in the Peyton Manning saga could take a decidedly defensive turn.
Indianapolis hired Baltimore Ravens defensive coordinator Chuck Pagano as its new coach Wednesday and will introduce him at a news conference Thursday afternoon.
It's the third time Jim Irsay has turned to a defensive-minded coach since replacing his father as team owner in 1997, first hiring Jim Mora and then Tony Dungy as Mora's replacement in 2002.
"I like it," Pro Bowl defensive end Robert Mathis wrote on Twitter.
The Colts are hoping the change produces better results after Indy went 2-14 last season, its worst record in two decades. But there are questions about how this decision will impact the future of Manning and his teammates.
The 51-year-old Pagano had been a career assistant until Wednesday. He had coached previously in the NFL at Oakland and Cleveland and also worked extensively in college with stops at Miami and North Carolina.
He's the fourth Ravens defensive coordinator to get a head coaching job in less than a decade. The others were Bengals coach Marvin Lewis, Jets coach Rex Ryan and former 49ers coach Mike Nolan.
Those who have worked closely with Pagano believe he's ready for the promotion.
"Chuck has a leadership quality about him. He's humble but he also knows when to take the reins and take charge," Ravens linebacker Paul Kruger said. "He doesn't try to dominate you in every meeting. He's just a coach that knows exactly how players are and what direction they need."
But Pagano is taking over a team in transition.
Irsay's dizzying array of moves this month has essentially cleaned house.
It began with the firings of the father-son front office tandem of Bill and Chris Polian on Jan. 2, the day after the season. The next week, Irsay hired 39-year-old Ryan Grigson as the new general manager.
Last week, coach Jim Caldwell was fired after his third season because he won only two games while Manning sat out with a neck injury and now, eight days later, Indy has his replacement -- with more changes to come.
Quarterbacks coach Ron Turner, receivers coach Frank Reich and offensive line coach Pete Metzelaars all have been let go, too. That leaves offensive coordinator Clyde Christensen, running backs coach David Walker and tight ends coach Ricky Thomas among those with fates yet to be determined. Back in 2002, when Mora was fired, Irsay hired Dungy but kept most of the offensive staff intact.
The offseason moves are taking a toll on the team's morale. In an interview published Tuesday by The Indianapolis Star, Manning called the complex not a "very good environment" for healing.
Irsay must pay Manning a $28 million bonus by March 8 or the four-time league MVP, who turns 36 in March, could become an unrestricted free agent after having three neck surgeries in 19 months. The Colts have the No. 1 pick in this year's draft, which most expect to be used on Stanford quarterback Andrew Luck.
Either way, Pagano should have a solid foundation on offense.
And with his defensive pedigree, the Colts are hoping for a big jump from a unit that ranked near the bottom of the league.
"What makes him good? He relates to the players a whole lot," Baltimore defensive end Cory Redding said. "He's almost like a player in a D-coordinator's position. The guy has so much fun with us. He treats you like more than a player. It's like we're his sons. He wants us to do well. He keeps it fresh. He knows everybody's strengths and puts them in position to make plays."
Pagano spent three years as the Ravens' secondary coach before replacing Bryan Mattison as Baltimore's defensive coordinator a year ago. The Ravens ranked third in total defense and allowed the third-fewest points in the NFL last season.
The Wyoming graduate and former strong safety for the Cowboys began his coaching career in 1984 as a graduate assistant at Southern California and spent time at in the college ranks at Boise State, UNLV, East Carolina and Miami before joining Cleveland to coach the secondary. In 2005-06, he was defensive backs job at Oakland, then served as defensive coordinator at North Carolina before joining the Ravens when John Harbaugh became head coach four years ago.
"Chuck is unorthodox," Ravens linebacker Terrell Suggs said. "He's like The Joker. You never really expect what he's going to do, and everything has a motive."

Greek filmmaker Theo Angelopoulos dies in accident (AP)
ATHENS, Greece ? Theo Angelopoulos, an award-winning Greek filmmaker known for his slow and dreamlike style as a director, was killed in a road accident Tuesday while working on his latest movie. He was 76.
Police and hospital officials said Angelopoulos suffered serious head injuries and died at a hospital after being hit by a motorcycle while walking across a road close to a movie set near Athens' main port of Piraeus.
The driver, also injured and hospitalized, was later identified as an off-duty police officer.
The accident occurred while Angelopoulos was working on his upcoming movie "The Other Sea."
Angelopoulos had won numerous awards for his movies, mostly at European film festivals, during a career that spanned more than 40 years.
In 1995, he won the Grand Jury Prize at the Cannes Film Festival for "Ulysses' Gaze," starring American actor Harvey Keitel.
Three years later, he won the main prize at the festival, the Palme d'Or, for "Eternity and a Day," starring Swiss actor Bruno Ganz.
Born in Athens in 1935, Angelopoulos lived through the Nazi occupation of Greece during World War II and the ensuing 1946-49 Greek Civil War ? recurring themes in his early films.
He studied law at Athens University, but eventually lost interest and moved to France where he studied film at the Institute of Advanced Cinematographic Studies in Paris.
After returning to Greece, he worked as a film critic for a small, left-wing newspaper and started to make films during the 1967-74 dictatorship.
Described as mild-mannered but uncompromising, Angelopoulos' often sad and slow-moving films mostly dealt with issues from Greece's turbulent recent history: war, exile, immigration and political division.
It was not until 1984 with "Voyage to Kythera" that his scripts were written in collaboration with others.
Angelopoulos mostly attracted art-house audiences, using established actors including Marcello Mastroianni and Jeanne Moreau in two of his most widely acclaimed films, "The Bee Keeper" and "The Suspended Stride of the Stalk."
Bleak landscapes, the slow editing pace, and the long spells without any dialogue, common in Angelopoulos movies did not always please filmgoers or critics.
The American film critic Roger Ebert wrote of "Ulysses' Gaze": "There is a temptation to give 'Ulysses' Gaze' the benefit of the doubt: To praise it for its vision, its daring, its courage, its great length. But I would not be able to look you in the eye if you went to see it, because how could I deny that it is a numbing bore?"
In a rare television interview last year, Angelopoulos said his next film was to be about Greece's major financial crisis, and he publicly called on rival political parties to work together to try and ease the hardships facing many Greeks.
"I remain a leftist in total confusion," he told state-run NET television, in the interview given several months before the country's two main rival political parties agreed to form a coalition government.
"This is an emergency situation. We must realize this. So we must all examine what can be done ? the left and right. This is my plea," he said.
"I am afraid of what tomorrow will bring."

Gingrich wins most delegates in South Carolina (AP)
WASHINGTON ? Newt Gingrich won nearly all of the delegates in South Carolina's Republican presidential primary Saturday, narrowing Mitt Romney's lead in the race for delegates to the party's national convention this summer.
Gingrich, the former House speaker, has won at least 23 delegates of the 25 delegates at stake. Gingrich and Romney were still battling for the final two delegates.
These are the first delegates Gingrich has won in a primary or caucus. In all, Gingrich has 25 delegates, including endorsements from Republican National Committee members who will automatically attend the convention. Romney has 33 delegates and Rick Santorum has 14.
The race for delegates is still in the early stages, providing plenty of opportunity for a candidate who gains momentum to seize the lead. It will take 1,144 delegates to win the GOP nomination. Only 62 delegates were at stake in Iowa, New Hampshire and South Carolina, combined.
Florida is up next on Jan. 31, with 50 delegates up for grabs in a winner-take-all primary. There will be six contests in February, with a total of 178 delegates at stake. Super Tuesday is March 6, with more than 400 delegates at stake in 10 states.
South Carolina Republicans awarded 11 delegates to the statewide winner and two delegates to the candidate who got the most votes in each of the state's seven congressional districts. Gingrich was the statewide winner and he won at least six congressional districts.
Romney and Gingrich were locked in a tight battle in the final congressional district with more than 90 percent of the precincts reporting. The South Carolina State Election Commission did not report the vote by congressional district, but The Associated Press was able to tally those votes.
The South Carolina Republican Party said it plans to finalize the congressional district results in the next seven to 10 days.
The Associated Press calculates the number of national convention delegates won by candidates in each presidential primary or caucus, based on state and national party rules. Most primaries and some caucuses are binding, meaning delegates won by the candidates are pledged to support that candidate at the national convention this summer.
Political parties in some states, however, use local caucuses to elect delegates to state or congressional district conventions, where national delegates are selected. In these states, the AP uses the results from local caucuses to calculate the number of national delegates each candidate will win, if the candidates maintain the same level of support.

NORFOLK -- A man convicted of shooting and killing a Maury High School football player has been sentenced to life plus 10 years.
On Friday, a judge sentenced Tarek Cherry for the 2009 murder of Charles Humphrey.
Humphrey was 18 and was a senior on the varsity football and basketball teams. He was struck in the head when Cherry fired a bullet into a crowd after a late night party.
Cherry was a minor at the time. He was convicted of first degree murder back in November.

'Fishes' reels in Alfred Molina, Frances O'Connor (Reuters)
LOS ANGELES (TheWrap.com) ? Alfred Molina, Frances O'Connor ("Bedazzled"), Jimmi Simpson ("Date Night") and British actor Aneurin Barnard have joined the cast of "Emanuel and the Truth About Fishes," TheWrap has confirmed.
Jessica Biel and Kaya Scodelario star in the film from Italian director/writer Francesca Gregorini ("Tanner Hall"). It's currently in preproduction.
The film is about a troubled girl (played by "Moon" actress Kaya Scodelario) who babysits a lifelike doll owned by her neighbor (played by Biel). The girl becomes obsessed with the neighbor, who looks just like the girl's dead mother.
Molina will play the girl's father, and O'Connor will play her stepmother. Barnard will play the girl's romantic interest, while Simpson will play one of the girl's co-workers at a medical supply store.
MRB Productions' "Emanuel and the Truth About Fishes" is being produced by Gregorini, Matt Brady, Kenny Goodman, Jonathan Gray, Kevin Iwashina, Sarah Thorp and Luke Watson.

Facebook seeks world champion hacker
Facebook's first Hacker Cup, held in March, drew 25 finalists from 10 countries.
NEW YORK (CNNMoney) -- Think your programming skills are world class? Facebook wants you to prove it at its second annual Hacker Cup challenge.
"Hacking is core to how we build at Facebook," the company said in a blog post announcing this year's competition. "Whether we're building a prototype for a major product like Timeline at a Hackathon, creating a smarter search algorithm, or tearing down walls at our new headquarters, we're always hacking to find better ways to solve problems."
Open to coders anywhere in the world, Facebook's competition pits participants against each other in five rounds of programming challenges. The first kicks off January 20 with a 72-hour qualification round. Three more online rounds will thin the field down to the final 25 competitors, who will be flown out to Facebook's Menlo Park, Calif., headquarters for a final competition in March.
The winner will receive a $5,000 cash prize. Last year, nearly 12,000 programmers participated in the Hacker's Cup. Petr Mitrichev, a Google (GOOG, Fortune 500) employee from Russia, took home the top prize. (In a nicely ironic twist, Mitrichev wore his Google employee badge during the competition.)
Tech companies have an ulterior motive for running hacking contest: They're a great way to find skilled programmers, one of the industry's scarcest resources. Google runs an annual Code Jam contest, which Mitrichev won in 2006.
Facebook prides itself on its hacker culture, and dangles coding puzzles on its recruiting page with the slogan: "Solve programming challenges. Get a phone interview." The company frequently holds marathon staff hackathons as part of its product-development process.
Facebook also likes to crowdsource its site hacking. In August, the social network launched a "bug bounty" security initiative, inviting security researchers to send details of any Facebook vulnerabilities they uncover. Facebook offers up a finder's fee of at least $500 to those who find security holes. ?

I've never played fantasy baseball before, but would like to give it a try. I would imagine there would be enough folks here at RR to do a league next season. If you would be interested in playing, let us know in the comments. I am willing to do the leg-work to set up and run the league, but being a n00b, I would need input from you guys on what formats and host sites are best, and various other pertinent details.

China Petrochemical Corp. (NYSE:SHI) struck a multi-billion-dollar deal with Devon Energy Corp. (NYSE:DVN) for a 33% stake in 5 US shale Oil and Gas fields, in another move by a Chinese state-owned firm wanting to play a bigger role in the Global rush to tap unconventional fossil fuels.
Under the terms of the deal, expected to close in the current Quarter, Devon will be the operator. Sinopec, as the Chinese Oil giant is known, will pay Devon US$900-M at closing.
That payment includes US$300-M in reimbursements for money Devon already spent on acreage and drilling acquisition, according to a Devon spokesman.
In addition, it will pay US$1.6-B to Devon in the form of a drilling carry expected to be realized by the end of Y 2014.
Sinopec is making its first foray into the US Oil Patch through the deal with Devon, one of the 1st companies to successfully tap shale fields.
It follows the path taken by CNOOC Ltd. (NYSE:CEO), (HK:0883), which in Y?s 2010 and 2011 bought stakes in Chesapeake Energy Corp.?s (NYSE:CHK) operations in south Texas?s Oil-rich Eagle Ford shale and in shale assets in Colorado and Wyoming.
Sinopec?s involvement underlines the ambitions of its Chairman, Fu Chengyu, who has directed a wave of mergers and acquisitions since he took the job in May.
Formerly chairman of CNOOC, Fu is best known outside of China for that company?s bold attempt to buy US Oil firm Unocal Corp. 6 yrs ago, an effort that failed in the face of political opposition in the US.
In Y 2011 Sinopec and its listed unit together bid for US$19.7-B in acquisitions, according to Dealogic, building on spending of U $18.9-B in Y 2010 in assets as far-flung as Canada, Australia and Brazil.
The shale deals give Chinese state Oil giants access to one of the most dynamic Oil and Gas regions in the World, where production is rising dramatically thanks to hydraulic fracturing, or fracking, technology applied in the past decade. Learning and adapting fracking methods to shale plays in China could unlock massive new domestic Oil and Gas reserves for the emerging Superpower, just as it is changing the energy landscape of the US.
Countries need access to energy commodities around the Globe so they are not killed when price spikes.

Japan's tsunami debris heads towards North America
Debris from the tsunami that devastated Japan in March 2011?could reach the United States as early as this winter, according to predictions by NOAA scientists. However, they warn there is still a large amount of uncertainty over exactly what is still floating, where it's located, where it will go, and when it will arrive. Responders now have a challenging, if not impossible situation on their hands: How do you deal with debris that could now impact U.S. shores, but is difficult to find?
Federal Agencies Join Forces
To learn more about the tsunami debris, NOAA researchers have been working with the U.S. Environmental Protection Agency, U.S. Fish and Wildlife Service, and other partners to coordinate data collection activities.
NOAA and its partners are also coordinating an interagency assessment and response plan to address the wide-range of potential scenarios and threats posed by the debris.
?We?re preparing for the best and worst case scenarios ? and everything in between,? says Nancy Wallace, director for NOAA?s Marine Debris Program.
As the tsunami surge receded, it washed much of what was in the coastal inundation zone into the ocean. Boats, pieces of smashed buildings, appliances, and plastic, metal, and rubber objects of all shapes and sizes washed into the water ? either sinking near the shore or floating out to sea. The refuse formed large debris fields captured by satellite imagery and aerial photos of the coastal waters.
The Japanese government estimated that the tsunami generated 25 million tons of rubble, but there is no clear understanding of exactly how much debris was swept into the water nor what remained afloat.

What remains of the debris?
Nine months later, debris fields are no longer visible. Winds and ocean currents scattered items in the massive North Pacific Ocean to the point where debris is no longer visible from satellite.? Vessels regularly traveling the North Pacific have reported very few sightings. Only two pieces have been clearly linked to the tsunami.?
NOAA is coordinating new interagency reporting and monitoring efforts that will provide critical information on the location of the marine debris generated by the tsunami. Ships can now report significant at-sea debris sightings and individuals or groups can request shoreline monitoring guides at DisasterDebris@noaa.gov.
Where is it?
Computer models run by NOAA and University of Hawaii researchers show some debris could pass near or wash ashore in the Northwestern Hawaiian Islands (in the Papah?naumoku?kea Marine National Monument) as early as this winter, approach the West Coast of the United States and Canada in 2013, and circle back to the main Hawaiian Islands in 2014 through 2016.
Researchers caution that models are only predictions based on location of debris when it went into the water, combined with historical ocean currents and wind speeds.
Conditions in the ocean constantly change, and items can sink, break down, and disperse across a huge area. Because it is not known what remains in the water column nor where, scientists can?t determine with certainty if any debris will wash ashore.
Worst- and Best-case Scenarios
The worst-case scenario is boats and unmanageable concentrations of other heavy objects could wash ashore in sensitive areas, damage coral reefs, or interfere with navigation in Hawaii and along the U.S. West Coast. Best case? The debris will break up, disperse and eventually degrade, sparing coastal areas.
Debris will not go away completely, even in a best-case scenario. Marine debris is an ongoing problem for Hawaii and West Coast states, where garbage and other harmful items regularly wash up on beaches, reefs and other coastal areas.?
NOAA has convened experts to review available data and information from models and provide their perspectives on debris fate and transport. They are gathering information on significant sighting of marine debris in the North Pacific through NOAA?s Office of Marine and Aviation Operation?s Pacific fleet, the NOAA Voluntary Observing Ship Program, which includes industry long-haul transport vessels, as well as the NOAA Pacific Island Regional Observer Program and their work with the Hawaii longline fishing industry. NOAA is also working with the U.S. Fish and Wildlife Service and the State of Hawaii on shoreline debris monitoring in the Papah?naumoku?kea Monument.
