Activists: Troops kills up to 50 in central Syria

BEIRUT?President Bashar Assad's forces killed at least 50 civilians, including 13 children, in central Syria on Friday, activists said, in one of the highest death tolls in one specific area since an internationally-brokered cease-fire went into effect last month.

Syrian troops using tanks, mortars and heavy machine guns pounded the area of Houla, a region made up of several towns and villages in the province of Homs, the Britain-based Syrian Observatory for Human Rights and the Local Coordination Committees activist groups said.

Both groups said at least 50 people were killed. The Observatory, which has a network of activists around the country, said the dead included 13 children. It added that about 100 people were wounded.

An amateur video posted online by activists showed more than a dozen bodies lined up inside a room. They included about 10 children who were covered with sheets that only showed their bloodied faces.

"Houla was subjected to a massacre," a man could be heard saying inside the room.

The Observatory said in one incident in Houla, a family of six was killed when their home received a direct hit.

Homs has been among the hardest hit provinces in a government crackdown since the uprising against President Bashar Assad's regime began in March last year. The U.N. said several weeks ago that 9,000 people have been killed in Syria in the past 15 months. Hundreds more have died since.

Attacks like Friday's, as well as strikes by rebel forces on government troops, have persisted despite the deployment of more than 250 U.N. observers who have fanned out across Syria to monitor a cease-fire brokered by international envoy Kofi Annan.

Despite the daily violations, U.N. Secretary-General Ban Ki-moon said Thursday that there was no "plan B" for the Annan initiative.

The northern city of Aleppo, a major economic hub, has remained largely supportive of Assad throughout the uprising but anti-regime sentiment has been on the rise in recent weeks.

On Friday, Syrian forces fired tear gas and live ammunition to disperse thousands of protesters in Aleppo calling for Assad's ouster, killing five people, activists said.

Aleppo-based activist Mohammad Saeed said more than 10,000 people were protesting in the city

"The regime is desperately trying to put down the protests in Aleppo but all this violence will backfire," he said. He added that security forces shot dead five people, including a 12-year-old boy, identified as Amir Barakat.

"Wounded and bloodied people are in the streets," Saeed said.

Also Friday, a group of Lebanese Shiites who were kidnapped in Syria were released in good health, three days after gunmen abducted the men as they returned from a religious pilgrimage.

The kidnappings fueled fears that Lebanon is getting drawn into the bloody conflict in neighboring Syria. In the hours after Tuesday's abductions, protests erupted in Beirut's Shiite-dominated southern suburbs, where residents burned tires and blocked roads.

Lebanese Prime Minister Najib Mikati confirmed the men were released, saying they were "in good health and on their way to Beirut." The pilgrims were believed to have been returning from a trip to visit holy sites in Iran when they were abducted.

The hostages were believed to be 11 Lebanese and one Syrian driver. Lebanese and Syrian officials have blamed Syrian rebels for the kidnappings, but nobody has claimed responsibility.

Sunnis form the backbone of the Syrian revolt, which has unleashed seething sectarian tensions. Assad and the country's ruling elite belong to the tiny Alawite sect, which is an offshoot of Shiism.

The leader of Lebanon's powerful Shiite militant group Hezbollah, which has stood by the Syrian regime, welcomed the pilgrims' release. Speaking by satellite link, Sheik Hassan Nasrallah said the group's support for Syria is firm.

"If you aim to put pressure on our political stance, this will not make any difference," he said of the kidnappings.

The abductions came at a time of deep tension in Lebanon over Syria. The countries share a web of political and sectarian ties and rivalries, which can quickly turn violent. Clashes linked to the Syria conflict have killed at least 10 people in Lebanon the past two weeks.

Nasrallah's comments appeared to be an attempt to de-escalate the recent tensions.

"I also thank all the people who controlled their emotions and responded to our call for calm, wisdom and patience," Nasrallah said, referring to a speech he gave earlier this week calling on his supporters not to take to the streets in anger.

SpaceX flyby of space station an historic first

The SpaceX Dragon capsule successfully made its first burn to approach the space station at 3:58 a.m Thursday. It was the final test before the SpaceX capsule docks at the ISS.

A private spaceship on its first trip to the International Space Station made a flyby of the orbiting laboratory early Thursday (May 24), zipping just below the outpost in an unprecedented space first.

The unmanned vehicle, called?Dragon, is built by Space Exploration Technologies Corp. (SpaceX), and is the first commercial spacecraft ever launched toward the space station. During the rendezvous, the spacecraft approached within 1.6 miles (2.5 km) of the outpost. Dragon launched to orbit??from Cape Canaveral, Fla.,?early Tuesday (May 22) atop a SpaceX Falcon 9 rocket and is due to arrive at the station on Friday (May 25).

Today was a?final testing day for the capsule?before it can be cleared to attempt its first docking. The capsule performed a near flyby of the space station just as designed, without any mishap.

"Today is a really great day," NASA flight director Holly Ridings said during a briefing after the flyby. "It's been very, very successful up to this point."

Crewmembers inside the orbiting lab have been monitoring the vehicle's activities.

"We all look forward to it," space station Expedition 31 flight engineer Andre Kuipers of the European Space Agency said this morning. "We will dedicate today to Dragon." [SpaceX's Historic Dragon Flight to Space Station]

The capsule successfully made its first burn to approach the space station at 3:58 a.m. EDT (0758 GMT), and followed with another engine firing at 4:43 a.m. EDT (0843 GMT) that took Dragon to a position 1.6 miles (2.5 km) below and 25 miles (40 km) behind the?International Space Station, officially beginning its flyby. At around 7:25 a.m. EDT (1125 GMT), Dragon made its closest approach, passing through the imaginary line called the R-bar connecting the station and Earth.

From this spot, cameras on the outpost searched for sightings of the approaching capsule.

"Dragon may or may not be visible," NASA commentator Josh Byerly said. "Dragon should be a small dot on the horizon."

Shortly before 7 a.m. EDT (1100 GMT), station astronauts sent instructions to Dragon to turn on a strobe light as a test to make sure the craft can respond to commands sent by the astronauts. Though the light was invisible to the crew, the spacecraft's systems indicated that the command was received and responded to.

"It's too far out and brightly illuminated to see the strobe light," Kuipers said.

The space station is a $100 billion orbiting research lab built by a coalition of five international space agencies, including NASA, the Russian Federal Space Agency, the European Space Agency, the Japanese Aerospace Exploration Agency, and the Canadian Space Agency.

During Thursday's flyby, Dragon tested its navigation and communications instruments, including a system called Relative GPS that uses the distance between the station and the capsule to determine Dragon's position in space. The vehicle will also tried out its "COTS Ultra-high frequency Communication Unit" to send signals to the space station.

As Dragon approached the station, the spacecraft was visible as a small bright dot in the distance.

Supreme Court limits reach of 1974 real estate law

(Reuters) ? Supreme Court on Thursday made it harder for home buyers to sue mortgage lenders for certain overcharges at settlement, limiting the reach of a provision of a 1974 federal law on real estate settlement procedures.?

The Supreme Court?s unanimous ruling was a defeat for three couples in Louisiana, who claimed that Quicken Loans overcharged them as much as $1,100 at their mortgage closings for a ?loan discount? or ?processing? fee. The borrowers claimed they received nothing for the fee.

The Detroit-based privately held company has denied charging unearned fees in the three residential mortgage loans in 2007, and has said it never will charge such fees. It has said the claims in the lawsuit were baseless.

The opinion, written by Justice Antonin Scalia, upheld an appeals court decision for Quicken in the dispute.

?

At issue was a provision in the law that generally barred lenders for collecting fees for settlement services they do not perform. Scalia said the provision only applied when a settlement service provider split the fee with another party in the transaction.

?

The American Bankers Association, the National Association of Realtors, title companies and other settlement service providers supported Quicken before the Supreme Court.

The Supreme Court case is Freeman v. Quicken Loans, No. 10-1042.

Plants seem so passive. Tree branches bow to the wind, losing their leaves. Lettuce just sits there as snails help themselves to a free salad bar. And grass lets everyone walk all over it.

But all that apparent listlessness is deceptive. In truth, plants are incredibly active members of their communities. Plants move on their own all the time?creeping, digging, reaching, blooming. However, most of the action happens too slowly for our eyes to see unaided. In his 1995 documentary series The Private Life of Plants, David Attenborough and his crew created beautiful time-lapse videos to showcase plants' hidden mobility. Climbing jungle vines race one another up tree trunks, stretching towards the sunlight. The thorny bramble whips from side to side, shoving competing plants out of the way to expand its territory.

A spindly orange vine known as dodder is a particularly striking example of dynamic plant life. Dodder is a parasite?it lives off of other plants. Instead of waiting around for a suitable host, the vine hunts one down. Conseulo De Moraes of Penn State University planted a young dodder near a tomato plant and continuously filmed the pair for several days. Her time-lapse video reveals a growing dodder flailing around, tasting the air like a snake, until it finally brushes the tomato's stem and begins to encircle its victim. Eventually it would sink tiny nozzles into the tomato plant to suck out vital juices.

?

De Moraes discovered something surprising about the dodder: it can smell. The vine sniffs out its hosts, growing toward telltale chemicals released by its neighbors. And it is picky. Dodder prefers juicy tomato plants to slender wheat and healthy plants to sick plants. Tel Aviv University biologist Daniel Chamovitz discusses dodder and many other fascinating plants in his upcoming book, What A Plant Knows, an excerpt from which appears in the May issue of Scientific American.

Dodder is hardly the only plant whose mobility and abilities would surprise most people. The plant kingdom is full of unusual talents that are more common than biologists first realized. The Venus flytrap is only one of several different kinds of carnivorous plants that have developed astonighing ways to catch and digest insects and other small animals. Almost all plants have evolved chemical defenses against herbivores and many plants recognize when their neighbors are under attack, preparing for battle themselves. Alpine buttercups track the sun's arc over the course of a day to keep their blossoms warm and appealing to heat-seeking pollinators. The telegraph plant swivels its leaves to maximize exposure to sunlight, adjusting so quickly that you can see the leaves moves in real time. Some plants may even distinguish between family and strangers, sharing resources only with the former.

Africa's Rainbow Nation troubled by racist time warp

VENTERSDORP, South Africa -- At first, Ventersdorp seems like a town in a time warp. Not because of the striking, historic church which looms over the town, or the quaint drag of family-run stores, but because of a scene that looks far more sinister.

Outside the courthouse was a confrontation that might make some people feel that this patch of the Rainbow Nation has been sucked back into the darkness of its racist past.


On one side of the road, members of the far-right far-right Afrikaner Resistance Movement, known by its Afrikaans initials AWB,?are dressed in army uniforms and wave red-and-black flags with symbols that resemble the swastika.

A few yards from them, a group of about 100 black protesters are screaming slogans, singing anti-apartheid songs and holding home-made placards. One reads ?AWB: Animals Without Brains.?

A farmhand has been found guilty of the murder of South African white supremacist Eugene Terre'blanche. The court said Terreblanche was killed for money, not for his extreme politics. NBC's Rohit Kachroo reports.

Both groups are here because inside the court Chris Mahlangu, a 29-year old black man, is about to be convicted of the murder of South Africa?s most high-profile white supremacist.

Eugene Terre'blanche was leader of the AWB during the apartheid years, a group of Afrikaner campaigners that mounted a futile attempt to resist the end of white minority rule.

Chris Mahlungu, 29, seen arriving at court Tuesday, was found guilty Tuesday of murdering white supremacist Eugene Terre'blanche.

Known for his fiery speeches and for leading groups of supporters on horseback, some followers described the charismatic leader as ?a cross between Moses and Mussolini.?

In 1997, he was jailed for the attempted murder of a black security guard and for assaulting a black gas-station worker.

In 2010, he was found dead. Mahlangu, who worked for Terre'blanche on his farm, was accused of bludgeoning him to death with a steel pipe as he slept.

Police said that the killing was the climax of dispute over unpaid wages, rather than a racially-motivated attack.

Mahlangu?s lawyers said that he had been abused by Terre'blanche and acted in self-defense.

South African farm worker found guilty of white supremacist's murder

As the conviction was announced, a few skirmishes broke out close to the courthouse.

AWB members, angry that a second man had been cleared of murder, said that the case highlighted the violence faced by white farmers in South Africa. According to one estimate, 3,000 have been killed since Nelson Mandela?s election in 1994.

They claimed that it showed that the Afrikaner people were a repressed minority which needed to be handed its own homeland.

?They are third-world people, we are first-world people? said AWB leader Andr? Visagie.

?At the one side you have the blacks, at the other side you have the whites, and we will be separated in South Africa until this government recognizes the existence of the Boer people,? he added.

Real victim in dock
The black protest group, which included some union representatives, said that the real victim was in the dock.

They said that Mahlangu had been treated despicably by his employer, claiming that it is a typically South African example of how many black people continue to lose out in the country?s so-called ?economic apartheid.?

From this case, and the response to it, it is possible to draw a positive conclusion.

At the time of Terre'blanche?s murder, there were fears that the killing of such a divisive figure might ignite racial violence across the country.

Two years on, the predicted race war has not materialized. South Africa has proved to be much stronger than that.

But it has, once again, highlighted how inequality and insecurity can continue to divide many people in modern South Africa along racial fault lines.

Of course, these two groups do not represent all of this country. But there is something in what unites them that is just as telling as what divides them -- frustration with modern South Africa.

Unlike many AWB members, the vast majority of South Africans believe in the potential of racial harmony.

But many people of all races are concerned that 18 years after its formation, the Rainbow Nation remains a work in progress.

UN nuclear chief : Deal with Iran reached on probe

VIENNA (AP) ? Despite some remaining differences, a deal has been reached with Iran that will allow the U.N. nuclear agency to restart a long-stalled probe into suspicions that Tehran has secretly worked on developing nuclear arms, the U.N. nuclear chief said Tuesday.

The news from International Atomic Energy Agency chief Yukiya Amano, who returned from Tehran on Tuesday, comes just a day before Iran and six world powers meet in Baghdad for negotiations and could present a significant turning point in the heated dispute over Iran's nuclear intentions. The six nations hope the talks will result in an agreement by the Islamic Republic to stop enriching uranium to a higher level that could be turned quickly into the fissile core of nuclear arms.

Iran denies it seeks nuclear arms and says its reactors are only for power and medical applications.

By compromising on the IAEA probe, Iranian negotiators in Baghdad could argue that the onus was now on the other side to show some flexibility and temper its demands. Although Amano's trip and the talks in Baghdad are formally separate, Iran hopes progress with the IAEA can boost its chances Wednesday in pressing the U.S. and Europe to roll back sanctions that have hit Iran's critical oil exports and blacklisted the country from international banking networks.

It was unclear, though, how far the results achieved by Amano would serve that purpose, with him returning without the two sides signing the deal, despite his upbeat comments.

After talks in Tehran between Amano and chief Iranian nuclear negotiator Saeed Jalili, "the decision was made... to reach agreement" on the mechanics of giving the IAEA access to sites, scientists and documents it seeks to restart its probe," Amano told reporters at Vienna airport after his one-day trip to Tehran.

Amano said differences existed on "some details," without elaborating but added that Jalili had assured him that these "will not be an obstacle to reach agreement." He spoke of "an almost clean text" that will be signed soon, although he could not say when.

Western diplomats are skeptical of Iran's willingness to open past and present activities to full perusal, believing it would only reveal what they suspect and Tehran denies ? that the Islamic Republic has researched and developed components of a nuclear weapons program. They say that Tehran's readiness to honor any agreement it has signed is the true test of its willingness to cooperate

The United States is among those skeptics. In a statement released soon after Amano's announcement, Robert A. Wood, America's chief delegate to the nuclear agency, said Washington appreciated Amano's efforts but remained "concerned by the urgent obligation for Iran to take concrete steps to cooperate fully with the verification efforts of the IAEA, based on IAEA verification practices."

" We urge Iran to take this opportunity to resolve all outstanding concerns about the nature of its nuclear program," said the statement. "Full and transparent cooperation with the IAEA is the first logical step."

For the six powers ? the United States, Russia, China, Britain, France and Germany ? a main concern is Iran's production of uranium enriched to 20 percent, which is far higher than needed for regular energy-producing reactors but used for one Iran says it needs for medical research. The U.S. and its allies fear the higher-enriched uranium could be quickly boosted to warhead-grade material.

U.S. officials have said Washington will not backpedal from its stance that Iran must fully halt uranium enrichment. But speculation is increasing that the priorities have shifted to block the 20 percent enrichment and perhaps allow Iran to maintain lower-level nuclear fuel production ? at least for now.

Iranian officials could package such a scenario as a victory for their domestic audience. In Israel, it would likely be greeted with dismay and widen rifts between President Barack Obama's U.S. administration and Israeli officials who keep open the threat of military action against Iran's nuclear sites.

Israeli Prime Minister Benjamin Netanyahu has warned against concessions, saying world powers should make "clear and unequivocal demands" that Iran stop all of its nuclear enrichment activity.

"Iran wants to destroy Israel and it is developing nuclear weapons to fulfill that goal," Netanyahu said at a conference in Jerusalem. "Against this malicious intention, leading world powers need to display determination and not weakness. They should not make any concessions to Iran."

Jalili, Iran's top nuclear negotiator who met with Amano and will also be the lead envoy at the Baghdad talks, said his country hopes for a new beginning when the talks start on Wednesday.

"We hope that the talks in Baghdad will be a kind of dialogue that will give shape to ... cooperation," Jalili said after arriving in Baghdad late Monday.

As part of any agreement, Amano and his agency are focused on getting Iran to let agency experts to probe various high-profile Iranian sites, including the Parchin military complex southeast of Tehran, where the agency believes Iran in 2003 ran explosive tests needed to set off a nuclear charge. The suspected blasts took place inside a pressure chamber.

Iran has never said whether the chamber existed, but describes Parchin as a conventional military site. Iran, however, has blocked IAEA requests for access to sites, scientists and documents needed for its investigation for more than four years.

Amano's talks included Jalili as well as Iran's foreign minister and other officials including the head of Iran's nuclear agency, Fereidoun Abbasi.

Iranian lawmaker Heshmatollah Falahtpisheh told The Associated Press on Monday that Tehran will likely accept more inspections of Parchin "if it feels there is good will within the (IAEA)."

But Falahtpisheh warned that this new openness will likely come with expectations that the West would in return ease international sanctions on Iran.

"In opening up to more inspections, Iran aims at lowering the crisis over its nuclear case," he said. "But if the sanctions continue, Iran would stop this."

A political analyst in Tehran, Hamid Reza Shokouhi, said Iran is carefully watching to see if the West shows more "flexibility and pays attention to Iranian demands" during Amano's trip.

"Then Iran will show flexibility, too," Shokouhi said.

But some Iranian media was critical of Amano and the IAEA, possibly reflecting internal divisions on how far to go compromise on nuclear issues.

In a sign of ebbing market worries, oil prices have steadily fallen since Iran and world powers resumed talks in April in Istanbul. Fears of supply disruptions because of military conflict or Iranian shipping blockades helped drive prices above $106 a barrel earlier this year. Oil rose to slightly above $92 per barrel Monday in New York.

New research from the University of Calgary's Hotchkiss Brain Institute shows that by using a CT scan (computerized tomography), doctors can predict which patients are at risk of continued bleeding in the brain after a stroke.

This vital information will allow doctors to utilize the most powerful blood clotting medications for those with the highest risk.

Dissolving blood clots by administering the drug tissue plasminogen activator (tPA) appears to improve outcomes in some patients with stroke, according to background information in the article. However, the medication is associated with a 10-fold increased risk of symptomatic brain hemorrhage (bleeding). Antiplatelet medications, such as aspirin, might further increase the risk for bleeding because these drugs impair the function of cells critical in forming blood clots.

Maarten Uyttenboogaart, M.D., and colleagues at the Medical Staffing Network University of Groningen, Groningen, the Netherlands, studied 301 patients who received tPA following stroke between 2002 and 2006. Of those, 89 had used antiplatelet drugs prior to receiving tPA.

Causes, incidence, and risk factors

Pertussis, or whooping cough, is an upper respiratory infection caused by the Bordetella pertussis or Bordetella parapertussis bacteria. It is a serious disease that can cause permanent disability in infants, and even death.

When an infected person sneezes or coughs, tiny droplets containing the bacteria move through the air, and the disease is easily spread from person to person.

The infection usually lasts 6 weeks.

Whooping cough can affect people of any age. Before vaccines were widely available, the disease was most common in infants and young children. Now that most children are immunized before entering school, the higher percentage of cases is seen among adolescents and adults.

Symptoms

Initial symptoms, similar to the common cold, usually develop about a week after exposure to the bacteria.

Severe episodes of coughing start about 10 to 12 days later. In children, the coughing often ends with a "whoop" noise. The sound is produced when the patient tries to take a breath. The whoop noise is rare in patients under 6 months of age and in adults.

Coughing spells may lead to vomiting or a short loss of consciousness. Pertussis should always be considered when vomiting occurs with coughing. In infants, choking spells are common.

Frank M. Brunkhorst, M.D., of Friedrich-Schiller University, Jena, Germany, and colleagues conducted a study to compare the effect of the antibiotics moxifloxacin and meropenem with the effect of meropenem monotherapy on sepsis-related organ dysfunction. Early appropriate antimicrobial therapy leads to lower mortality rates associated with severe sepsis. The authors hypothesized that maximizing the potential benefit and appropriateness of initial antibiotics by using 2 antibiotics would improve clinical outcomes compared with monotherapy.

The trial included 298 patients who fulfilled usual criteria for severe sepsis or septic shock who were randomized to receive monotherapy, and 302 to receive combination therapy. The trial was performed in 44 intensive care units in Germany from October 2007 to March 2010, and the number of evaluable patients was 273 in the monotherapy group and 278 in the combination therapy group. The intervention was recommended for 7 days and up to maximum of 14 days after randomization or until discharge from the intensive care units or death, whichever occurred first.

Among 551 evaluable patients, there was no statistically significant difference in average Sequential Organ Failure Assessment (SOFA; degree of organ failure) score between the meropenem and moxifloxacin group and the meropenem alone group. "The rates for 28-day and 90-day mortality also were not statistically significantly different. By day 28, there were 66 deaths (23.9 percent) in the combination therapy group compared with 59 deaths (21.9 percent) in the monotherapy group. By day 90, there were 96 deaths (35.3 percent) in the combination therapy group compared with 84 deaths (32.1 percent) in the monotherapy group," the authors write.

"In conclusion, in this randomized multicenter trial of adult patients with severe sepsis or septic shock, empirical treatment with the combination of meropenem and moxifloxacin compared with meropenem alone did not result in less organ failure."

Bomb kills 5 in Syrian capital

BEIRUT (AP) ? A bomb that apparently struck a restaurant in the Syrian capital killed at least five people, the state-run news agency said Tuesday, as activists reported intense clashes between army defectors and soldiers in the restive north.

It was not clear what the exact target of the blast was, although authorities in Damascus said it appeared to be a police station. But photos of the scene released by the state news agency, SANA, showed what looked like a restaurant. The area was considered too dangerous for journalists to access.

SANA said the bomb went off late Monday in the Damascus neighborhood of Qaboun, which has seen frequent anti-government protests.

The revolt in Syria began 15 months ago, and there are fears that extremist groups could be trying to enter the fray and exploit the chaos. The U.N. estimates the conflict has killed more than 9,000 people since March last year.

The conflict already has spilled across the border into neighboring Lebanon. The countries share a complex web of political and sectarian ties and rivalries, which can turn violent.

Lebanese Sunni groups supporting and opposing the Damascus regime fired rocket-propelled grenades and machine guns early Monday in the Lebanese capital, killing at least two people in the most serious outbreak of violence in Beirut since the uprising began next door.

The spark for the violence was the killing of Sheik Ahmed Abdul-Wahid, an anti-Syrian Sunni cleric, and his bodyguard Sunday in northern Lebanon. A Lebanese soldier shot the men, apparently after they failed to stop at an army checkpoint. The killing fueled deep anger over the perceived support of some of Lebanon's security forces for the Syrian regime.

Earlier this month, the arrest of Shadi Mawlawi, an outspoken Lebanese critic of Syrian President Bashar Assad, set of several days of clashes in northern Lebanon that killed eight people. Mawlawi was accused of belonging to a terrorist group.

On Tuesday, he was released from jail ? a move that could help defuse tensions.

Judicial officials said Mawlawi was released on about $330 bail and will not be allowed to leave the country.

During a news conference in the northern Lebanese city of Tripoli, Mawlawi said he was "subjected to psychological pressure and torture" following his May 12 arrest and was forced to give false confessions that he was connected to terror groups.

Mawlawi said he denies any link to such groups.

As he spoke, supporters at the news conference lashed out at the Syrian regime, saying "Assad is the enemy of God."

Meanwhile, the Britain-based Syrian Observatory for Human rights reported intense clashes Tuesday in Syria between troops and defectors in the towns of Atareb in Aleppo province and Kfar Rouma in Idlib.

There was no immediate word on casualties.

The U.N. has an observer mission in the country with about 270 unarmed monitors. Their presence has not stopped the violence although the level of bloodshed has dropped compared to previous months.

U.N. peacekeeping chief Herve Ladsous toured the central city of Homs, the flashpoint of the uprising, on Monday and met U.N. observers in the city as well as the governor.

"The first goal is to obtain a reduction in the level of violence and this you have clearly done here in Homs," Ladsous said in a statement released Tuesday. "Now there is a need to establish bridges to help solve the practical functions of everyday life and gradually establish degree of confidence between the government and opposition."

Amateur videos posted online Tuesday showed residents welcoming observers in the northern town of Maaret Musreen in the restive province of Idlib. They spray-painted two of the observers' cars with the words: "Down with Assad" and "Freedom Forever."

Should you purchase? Are you thinking about renting? What is it going to take for you to make that big decision?

Prices are low and interest rates are the lowest in history, making this a great time to buy. If you plan on staying in a home for several years or using a property for long term investment, waiting for even a few months may increase the amount of money that a property will cost.

Still considering renting? There are many reasons to rent, but rising rental costs could cost you more in the long run.

Looking at statistics does not always indicate what the best decision is, but it is a place to start. According to Zillow, rents have increased 3 percent over the last year. That may not seem like such a large increase, but couple that with a decrease in home prices and the spread becomes greater.

So why are rents increasing?

Inventory is down. According to figures from the MLS, active listings in Eastside areas for single family homes are down 34 percent, condo listing are down 44 percent over April of 2011. The closed price is down 1 percent over the same time. Individual neighborhoods, of course, vary in values.

Low inventory is creating a multiple offer situation in all areas. Buyers are locked out because of being on the short end of a multiple offer situation, financing, lack of down payment or simply unable to find an acceptable property.

Foreclosures have also decreased. According to Trendgraphix, bank owned and short sales have decreased 43 percent over last April. But, this number is still large and brings many into the rental market. After foreclosure, this segment is unable to purchase for several years.

Paris Johnson, Windermere Property Management Issaquah, adds a twist to the normal explanation of rent increases. Where Paris used to see more sales if relocating workers were planning to stay for two to three years, she is now seeing an increase in demand for rentals. She explained, ?Many of the clients I work with are relocating from California or the international market that work in technology fields. These high-end transient workers are not looking to put down roots. They are looking for good schools and location to work. Areas that offer these amenities command a higher price than comparable properties in other areas.?

Rentals on the Eastside near companies such as Microsoft can be several hundred dollars more. Executives in many companies are transferred regularly. With a short timeline for residency, falling home prices do not offer a payback to their investment.

The younger renter typically does not have a large down payment and is not willing to settle down in one area. Many times, renting enables them to experience living in areas that they could not afford to buy in.

These things are all bring more renters into the market for a limited number of rentals. With the limited number, prices will continue to rise. Maybe slowly, but the movement will prove substantial in the future.

G8, raising pressure on Iran, puts oil stocks on standby

CAMP DAVID, Maryland (Reuters) - Leaders of the Group of Eight major economies raised the pressure on Iran on Saturday, signaling their readiness to tap into emergency oil stockpiles quickly this summer if tougher new sanctions on Tehran threaten to strain supplies.

In unusually blunt language, the G8 put the International Energy Agency -- the West's energy advisor responsible for coordinating reserves -- on standby for action.

It was the clearest sign yet that U.S. President Barack Obama is winning support for tapping government-held oil stocks for the second time in two years.

"Looking ahead to the likelihood of further disruptions in oil sales and the expected increased demand over the coming months, we are monitoring the situation closely and stand ready to call upon the International Energy Agency to take appropriate action to ensure that the market is fully and timely supplied," the G8 said in a communique after a summit at Camp David.

The meeting came just days before the next round of Iran talks, to be held in Baghdad. Western countries suspect Iran's nuclear program is aimed at making a nuclear bomb, a charge Tehran denies. The U.N. nuclear chief is also due to fly to Tehran on Sunday in an apparent bid to secure a deal enabling his inspectors to probe suspicions of atomic bomb research.

"All of us are firmly committed to continuing with the approach of sanctions and pressure in combination with diplomatic discussions," Obama told reporters at the presidential retreat in Camp David.

"And our hope is that we can resolve this issue in a peaceful fashion that respects Iran's sovereignty and its rights in the international community, but also recognizes its responsibilities," he said.

STRATEGIC RESERVES

Although it made no explicit mention of oil reserves, the message was unmistakable, analysts said.

"The word 'likely' signals further disruptions in oil markets don't need to be earth-shattering to potentially prompt action" to tap oil reserves, said Michael Levi, an energy policy fellow at the Council on Foreign Relations in New York.

Speculation has been growing that Obama would use an energy session at the G8 to seek support to tap emergency oil reserves before a European Union embargo of Iranian crude takes effect in July and tough new U.S. sanctions come into force in late June. Exports have already fallen by more than a fifth this year.

The meeting also showed that this month's slump in oil prices has not deterred Obama from moving toward tapping the Strategic Petroleum Reserve (SPR) again - an unprecedented second release for a U.S. president. That could expose him to criticism from Republicans that he is using a national security tool to win votes this November.

Michael Froman, a senior White House aide, told reporters that although oil prices have been declining in recent weeks, they remain high. He said the G8 was committed to keeping global oil markets well supplied, but did not discuss any specific trigger that would prompt action.

"Referring to the IEA is a way to talk about the SPR, without talking about the SPR," said Levi.

Britain, France and Japan have all signaled their readiness to press ahead with a release of reserves, according to sources and media reports, although the head of the IEA and the European Union's energy chief have both recently said they see no need to act. Germany too has resisted tapping stockpiles again, after last year's release to make up for Libya's disruption.

The statement also made an indirect reference to concerns that big producers -- principally Saudi Arabia -- may be running short of extra capacity to boost output further, more reason to ready emergency stocks. Saudi Oil Minister Ali al-Naimi says the kingdom is pumping around 10 million barrels per day (bpd), leaving it another 2.5 million bpd in reserve. But some analysts fear it could not sustain output at that peak level.

"There have been increasing disruptions in the supply of oil to the global market over the past several months, which pose a substantial risk to global economic growth," it said.

"In response, major producers have increased their output while drawing prudently on excess capacity."

Saudi officials have highlighted the 80 million barrels it is storing at home and abroad, measures meant to assure consumer nations that it can keep the world supplied with crude without the need to tap into emergency stocks.

Tapping the reserves is not a foregone conclusion. It is unclear yet whether Obama and allies would opt to wait and see if Iran's exports fall and prices spike, or move preemptively to head off a speculative panic that could drive U.S. gasoline quickly above $4 a gallon.

U.S. crude oil has tumbled 12 percent this month, dropping to the lowest since before a November U.N. report on Iran's atomic program which kindled global fears.

(AP) ? Hundreds of firefighters are battling a blaze fueled by warm, dry weather in northern Colorado that federal officials say started with a camp stove.

The fire, which has grown to cover about 12 square miles, had prompted officials to evacuate about 80 homes, but all residents were allowed to return by Friday night.

The fire was burning 20 miles northwest of Fort Collins was almost half contained Friday evening. More than 500 firefighters, two planes and five helicopters were on hand to help fight the blaze that started Monday.

Three firefighters have suffered minor injuries, but no homes or buildings have been damaged.

The Colorado blaze was one of several burning in the West. Wildfires charred terrain in Arizona, California, Nevada, New Mexico and Utah.

The Colorado firefighters protected neighborhoods by burning grass, shrubs and small brush to prevent the wildfire from advancing toward homes. Crews got a boost as wind pushed the blaze to an area scorched by a previous wildfire, which slowed its growth.

The U.S. Attorney's Office said that James J. Weber of Fort Collins started the fire with an outdoor stove while camping in the Roosevelt National Forest.

U.S. Forest Service investigators say the 56-year-old Weber, a mental health counselor at Colorado State University, tried to stamp out the fire Monday but then fled as the blaze spread. He later reported starting the fire to the Larimer County Sheriff's Office, officials said. There is no cell phone service in the area where the fire started.

The Forest Service issued Weber a citation for causing a fire without a permit. He faces a $300 fine. However, the authorities also plan to pursue restitution for the blaze.

Weber's lawyer, Joseph A. Gavaldon, said that his client is praying with "hope that this gets under control."

Weber "is most concerned about what's going on now," Gavaldon said, adding that Weber is focused on the well-being of the firefighters, residents and wildlife in the area.

Gavaldon refused to comment on how the fire started or any events that followed.

The most significant blaze in Arizona has led to the evacuation of Crown King, a historic mining town of 350 people about 85 miles north of Phoenix, and three nearby hamlets. The blaze had charred about 20 square miles of land by Friday night and destroyed three homes and a trailer. No significant injuries have been reported.

More than 600 firefighters supported by water-dropping helicopters are fighting the blaze.

Warm, dry weather and mountain wind have made the fire difficult to control, and containment was at 10 percent Friday night. But National Weather Service officials say the gusts are expected to die down considerably over the weekend, which should help fire crews make substantial progress.

Investigators say the fire started in a home on Sunday.

Other fires dotted Arizona but did not threaten any structures, authorities said.

In California, a blaze that started across the U.S.-Mexico border advanced into San Diego County, where it burned about 150 acres of brush. Crews expected to have the fire contained late Friday. No homes were threatened. No significant injuries were reported, and the cause of the blaze was under investigation.

In Nevada, a blaze grew to 27 square miles and threatened sage grouse and mule deer habitat. No homes were in danger, and no injuries were reported. The cause of the blaze was under investigation.

In New Mexico, firefighters battled a 410-acre blaze in Gila National Forest in the southwest part of the state. No structures were at risk, and no injuries were reported. Officials say lightning sparked the blaze Wednesday.

In Utah, rain and cooler temperatures helped slow a wildfire that burned nearly 2 square miles in the western part of the state. Firefighters hoped to contain the blaze by late Friday. No structures were threatened, and no injuries were reported. Authorities say the blaze was sparked yesterday by heat from a passing car.

In Colorado, Gov. John Hickenlooper declared a disaster, allowing $3 million of the state's emergency fund to be spent fighting the fire.

The blaze is charring a drought-stricken area of steep, rocky terrain scattered with dry ponderosa pine trees, grass and shrubs.

It was approaching a water reservoir of the city of Greeley, but officials said the supply hasn't been affected.

The area has seen several large fires in the past 12 years. A fire started by an abandoned campfire in 2000 scorched more than 16 square miles and destroyed 22 buildings.

A 2004 blaze started by a couple burning trash scorched nearly 14 square miles, destroying a home.
