Mexico captures leader of Zetas drug cartel

MEXICO CITY (Reuters) - The Mexican government said on Monday it had captured the leader of the Zetas drug cartel, delivering a boost to President Enrique Pena Nieto in his fight against violent crime.

Miguel Angel Trevino, 40, known as Z-40, was captured early on Monday by Mexican Marines near the northern city of Nuevo Laredo on the U.S. border, a government spokesman told reporters.

Pena Nieto came to office in December 2012 promising to boost security and restore stability to a country racked by bloodshed under his predecessor Felipe Calderon.

Calderon staked his reputation on bringing the powerful drug gangs to heel, but bloodletting increased during his administration and more than 70,000 people have been killed in cartel-related violence since the start of 2007.

Many of the worst atrocities in the drug war have been blamed on the Zetas, including the massacre of dozens of migrants in northern Mexico in 2010 and the dumping of 49 decapitated bodies near the city of Monterrey last year.

Security experts said Trevino, who was born in Nuevo Laredo, took over the Zetas after Marines shot dead the cartel's former commander in October 2012. Although he lacked a military background, Trevino had a reputation for extreme violence.

Along with two of his brothers, he was charged with laundering drug proceeds through horse racing last year.

U.S. Federal authorities accused Trevino and 13 others of pouring millions of dollars in proceeds from drug trafficking into the purchase, training and racing of American race horses across four U.S. states.

The U.S. State Department has offered a reward of up to $5 million for information leading to Trevino's capture.

London: Canary Wharf - Cabot Square

Overview and History

"When a man is tired of London, he is tired of life; for there is in London all that life can afford." - Samuel Johnson

Do you know all the verses to the children's song, "London Bridge is falling down"? They will take you through the history of London so let's have a look, shall we?

First we need a bridge, in order for it to fall down. The Romans were nice enough to build the first one, probably using a combination of floating platforms and walkways. During Roman times the River Thames was much wider and shallower than it is today, so you could get away with mud hopping. As London has grown it has continually reclaimed the riverbank and funneled the river into a tighter channel, causing no small floods in the lower-laying areas.

Now, London Bridge first fell down and became a song when the English were fighting Viking invaders from Denmark. The English won by pulling down the Danish garrison and the bridge along with it.

Whoops! Wood and clay will wash away, wash away, wash away. Well.. that's part of the story. In 1014 more Viking invaders decided the bridge was in the way of their tall ships, so they tied ropes to it and rowed at full speed to help the bridge wash away.

Verse Three: "Build it up with bricks and mortar, bricks and mortar, bricks and mortar." The first stone construction began in 1176 and took thirty years to finish. This one lasted six centuries, but it still caught on fire and nearly collapsed a few times. This was the famous long-standing bridge bearing not only a church and houses, but also the heads of traitors preserved in tar and mounted on stakes.

Of course, a multi-colored thread of zany events came to pass in the seven-century lifespan of the stone London Bridge -- witch burnings, boating collisions and drownings, the Plague -- it's all part of becoming the world's largest city, a rich title which London achieved in the nineteenth century.

Oops! "Bricks and mortar will not stay, will not stay, will not stay." Build it up with iron and steel. The then-decrepit and chokingly narrow stone bridge was rebuilt by John Rennie in the 1830's. Legend has it that the British custom of driving on the left-hand side of the road was an early attempt to solve the congestion on the bridge.

If you can believe what comes next, Rennie's bridge was SOLD to an American investor who carted it off to Arizona. That was 1968.

The current London Bridge was dedicated in 1973. Its concrete and steel construction was financed by the sale of Rennie's stone bridge. Hmm... was this sale an elaborate financier's gambit, or just clever adaptation of existing circumstances?

Getting There

Heathrow Airport is the main one, although there are eight airports in the greater London area. Heathrow is the world's busiest airport in terms of international flights.

Other main airports are Gatwick and Stansted, all have good transportation links into central London, choose rail or bus.

Transportation

With the oldest and best underground system in the world, you can literally get anywhere quickly, the 'tubes' do get a little overcrowded, so why not see the sites above the ground and take a bus or river boat.

Like Hong Kong, London uses the Oyster card system to let you pay electronically for all sorts of things, especially moving your body from place to place. Fares go for about two pounds per ride for the underground and ?1 for the bus. Travel cards have a cool price cap on the bulk ticket purchases, so you can ride more without being charged more, after a certain point.

Consider avoiding the much loved 'black cabs' for long journeys, as it can be an expensive way to sit in traffic. Traffic can get busy in central London, but is improving alot since the introduction of the now very famous 'congestion charge'.

People and Culture

The British invented marmalade to protect their mighty navy from scurvy, and they drink a lot of tea ! "Thank you very much and have a lovely evening".

Well, those are the stereotypes. British culture can have the reputation of being stuffy and repressively polite, but the warmth and volume of pub life more than make up for it. The people in general are hilarious, sarcastic and quick-witted. They love their pints, their fish and chips and their football.

Like other megalopoliptic international and throbbing cities, London is tricky to congeal into a sliceable pat that one might conceivably be able to spread on one's toast. You'll simply have to come here and see it for yourself.

Things to do & Recommendations

First off, read some Shakespeare so you understand why you need to go to the Globe Theatre. Think about the double and triple meanings built into the text; this will give you a foundation in the British sense of humor you're walking into.

With that under your belt, walk on into The London Dungeons. When you're finished looking at these cages for people, you can look at some cages for animals at the London Zoo!

Science lovers can teleport right over to the Natural History Museum and laugh at the dinosaurs, who couldn't tele-anything.

The British museums are some of the best in the world, possibly even the best, owing to the Empire's history of world exploration. The National Gallery houses some of the greatest Western painting anywhere.

London is basically jam-packed full of history, food, music, theatre, art, banks and people to boggle your brains. I would try to describe it to you, but...

But Samuel Johnson already said it best.

Daniel Cormier vs. Roy Nelson Being Considered for UFC 166: Velasquez vs. dos Santos III

function not found

Daniel CormierDaniel Cormier has been constructing his move from heavyweight down to light heavyweight for quite some time.

He?s currently in the midst of working his way down to 205 pounds, planning to fight one more time at heavyweight before making the drop. And there seems to be no shortage of opponents for him before he finally debuts at light heavyweight.

UFC president Dana White recently confirmed that Fabricio Werdum asked him to fight Cormier after Werdum defeated Antonio Rodrigo Nogueira in his most recent fight.

Cormier said he was fine with that fight, but White may have other plans for the Strikeforce Heavyweight Grand Prix champion.

White told Kevin Iole of Yahoo! Sports that he is currently in negotiations with Roy Nelson for a new contract. Nelson fulfilled his last contract with a loss to Stipe Miocic at UFC 161 in June.

White told Iold, ?If he re-signs Nelson in time, he plans to pair him with Daniel Cormier at UFC 166 on the Velasquez-dos Santos III undercard.?

UFC 166: Velasquez vs. dos Santos III is slated for Oct. 19 at the Toyota Center in Houston. The rubber match between heavyweight champion Cain Velasquez and challenger Junior dos Santos headlines the fight card.

Google Glass, wearable computers could pose driving hazard

There?s another type of ticket that could be coming down the pike for distracted drivers: driving while wearing Google Glass.

As state and local governments ban texting or using handheld cell phones while operating a vehicle, the advent of wearable computers is already on the radar of anxious legislators who think the new technology could lead to more accidents.

Lawmakers in West Virginia and Delaware have introduced bills banning such electronic devices, and safe driving advocates say it makes sense now to take up the issue ? before the use of Google Glass and similar gizmos become commonplace.

A new groundbreaking app released last week even combines the use of Google Glass with driving the Tesla Model S electric car.

?It?s pretty obvious that something that requires the preoccupation of one of your eyes, thus depriving a person of the depth perception of stereoscopic vision, is something that should not be done while driving,? AAA New York spokesman Robert Sinclair said in an email.

Although Google Glass remains in limited release, the futuristic headset could be sold on the mass market next year ? meaning more people could be wearing them on the road.

RELATED: GOOGLE GLASS: A SMARTPHONE PACKED IN HEADGEAR

The device allows users to make phone calls, send emails, take pictures and record video ? tasks that can be done with simple hand movements and voice-operated commands. A small display sits to the upper right of the headset requiring the wearer to look up.

Already, the idea that someone could be surreptitiously taking pictures and video with Glass has led the device to be?banned in certain settings, including strip clubs, casinos and movie theaters.

But whether the car will be one of those prohibited places remains to be seen.

Evidence suggests that driving with a hands-free device doesn?t equate with safety.

A?AAA study released last month?reported that operating a car while using a cell phone ? regardless of whether it is hands-free or not ? reduces brain activity related to driving by 37%. And drivers who text behind the wheel are eight times more likely to get into a crash or almost crash compared to someone who?s not texting.

?They found that using a hands-free device is just as distracting as handheld phones,? said Robert Rosenberger, assistant professor of philosophy at the Georgia Institute of Technology.

RELATED: TECH COMPANIES SAY SMARTPHONES ARE HERE TO STAY

?With Google Glass, not only is it another way to do hands-free calling, but if you?re throwing these other things up in front of you like text, you can be distracted by a text conversation even if you?re looking at the road,? Rosenberger added.

While he isn?t yet convinced Glass should be banned outright, he does like the idea that people are talking about it now.

?With cell phones, we waited until they got normal and people felt like they could do it while driving,? Rosenberger said. ?Now they?re using it all the time.?

But software engineer Sahas Katta says there are positive features for pairing wearable computers with a car.

Katta, the founder of San Jose, Calif.-based startup Pepperdeck, released a free app that allows Glass wearers who drive the electric Tesla Model S to control the vehicle in certain ways.

The?GlassTesla app?lets the driver start or stop the car?s electric charging, honk the horn and flash its lights, keep track of the mileage and temperature and locate the vehicle?s location on a projected map.

RELATED: GOOGLE GLASS FOR CONTACT LENSES? MAYBE SOON

The features are possible with the Tesla because the car has a built-in 3G connection.

But Katta said that with Google?s continual upgrade of Glass ? and with other carmakers also looking to include Internet connectivity in their vehicles ? he is planning for the app to do more.

?If you?re walking to the car with a bunch of groceries in your hands, you?ll be able to say, ?OK, Glass, open the trunk,?? he said. ?It makes our lives more seamless.?

So far, 62 people are actively using the app since it launched.

Katta added that the features are ones that can be accessed while the car is in park.

?Having no devices in the car would be safest, but it?s not always a reality,? he said. ?With Glass, you don?t need to take your hands off the wheel and you?re not taking your eyes off the road.?

LG Optimus L9 Gets Android 4.1.2 at T-Mobile

Owners of an LG Optimus L9 smartphone on the network of wireless carrier T-Mobile can now download and install the Android 4.1.2 Jelly Bean platform release on their devices, the operator has announced.

The new OS release has started to arrive on devices earlier this week as software version P76920f, and should no longer pack the issues that determined T-Mobile to pull the plug on its rollout before, as PhoneArena notes.

The OS upgrade is being delivered to users over the air, which means that they will receive a notification on their devices as soon as the software is available for them to download.

?Beginning July 10, the LG Optimus L9 will have a software update to Android version 4.1.2/ Software P76920f via Over the Air (OTA). This update changes the OS to Jelly Bean and includes security enhancements,? the wireless carrier announced on its support website.

On the site, T-Mobile explains that the new Android 4.1.2 Jelly Bean update for the LG Optimus L9 is available for all devices running under firmware version P76920d (Android 4.1.2) or version P76910g (Android 4.0.4).

The OS upgrade comes in a 355.7MB package for all smartphones with firmware 10g to 20e loaded on them, and as a 44.1 MB download for 20d to 20e devices.

Before proceeding with the update, users should back up all data on their devices, to make sure that no important files are lost in the process, although the operation should preserve all of them.

Furthermore, they should make sure that the battery inside their smartphone has been charged at least at 50 percent.

As soon as the notification on the availability of the OTA update arrives on their screens, users should follow the on-screen prompts to install it. Additional info on the update can be found on this page on T-Mobile?s support website.

FDA sets new limits on arsenic in apple juice

WASHINGTON ? Parents who have been fretting over the levels of arsenic found in apple juice can feel better about buying one of their kids' favorite drinks.

The Food and Drug Administration is setting a new limit on the level of arsenic allowed in apple juice, after more than a year of public pressure from consumer groups worried about the contaminant's effects on children. Nationwide, apple juice is second only to orange juice in popularity, according to industry groups.

Studies have shown that the juice contains very low levels of arsenic, a cancer-causing agent found in everything from water to soil to pesticides. The FDA has monitored arsenic in apple juice for decades and has long said the levels are not dangerous to consumers, in particular small children who favor fruit juice.

AP

The Food and Drug Administration is setting a new limit on the level of arsenic allowed in apple juice, after more than a year of public pressure from consumer groups worried about the contaminant's effects on children.

But now the agency is putting in place a strict standard on how much arsenic is acceptable in apple juice, limiting the amount to the same level currently permitted in drinking water.

Under the new regulation, apple juice containing more than 10 parts per billion could be removed from the market and companies could face legal action. Agency officials stressed that the vast majority of juices on the market are already below the threshold.

"Overall the supply of apple juice is very safe and does not represent a threat to public health," said FDA Commissioner Dr. Margaret Hamburg, in an interview with The Associated Press. "We decided to put forward this proposed action level to give guidance to industry and to assure ongoing safety and quality."

An FDA analysis of dozens of apple juice samples last year found that 95 percent were below the new level.

The standard specifically targets inorganic arsenic ? the type found in pesticides ? which can be toxic and may pose a cancer risk if consumed at high levels or over a long period. Organic arsenic occurs naturally in dirt and soil and passes through the body quickly without causing harm, according to the FDA.

In 2008 FDA regulators set a "level of concern" for arsenic at 23 parts per billion in apple juice. The agency has the authority to seize juice that exceeds that level.

But agency officials played down the significance of the older figure this week, calling it a "back of the envelope" calculation that was used to assess one juice shipment detained at the border.

"It was not a full blown, science-based number," said Michael Taylor, FDA's deputy commissioner for foods.

The FDA's new number is based on lifetime exposure to arsenic and the potential for long-term cancer risk. Taylor says the number reflects a very cautious approach, since it's unclear how much arsenic exposure can trigger the disease.

"There isn't a known threshold for the carcinogenic effect, so we assume the possibility of effects all the way down to the lowest dose," Taylor said.

The agency will take comments on the draft regulation for 60 days before making it binding.

Consumers Union, publisher of Consumer Reports, last year called for a limit as low as 3 parts per billion. While the FDA didn't go that far, the group still praised the agency for taking action.

"While we had proposed a lower limit, we think this is a perfectly good first step to bring apple juice in line with the current drinking water limits," said Urvashi Rangan, the group's director for consumer safety.

While the Environmental Protection Agency sets arsenic limits for drinking water, there have never been similar standards for most foods and beverages. The FDA is also considering new limits on arsenic in rice, which is thought to have higher levels than most foods because it is grown in water on the ground, optimal conditions for absorbing the contaminant.

"We don't have standards like this in most foods, so it's an important precedent," Rangan said.

Environmental groups like Food and Water Watch have also lobbied the FDA on the issue. And television's Dr. Mehmet Oz made arsenic a national issue in 2011 when he raised an alarm ? some say a false alarm ? over apple juice, based on tests his show commissioned by a private lab.

All of the experts ? including the government and the consumer advocates ? agree that drinking small amounts of apple juice isn't harmful. The concern involves the effects of drinking large amounts of juice over long periods of time.

Another point of agreement is that children under 6 shouldn't be drinking much juice anyway, because it's high in calories. Health experts say children under 6 shouldn't drink any more than 6 ounces of juice a day ? about the size of a juice box. Infants under 6 months shouldn't drink any juice at all.

The American Academy of Pediatrics said Friday children should be encouraged to eat whole fruit adding, "it is not necessary to offer children any juice to have a well-balanced, healthy diet."

Chrome OS stable updated to version 28 with improvements to Files, notifications and Office Viewer

Chrome OS Files App

New notifications for several apps, full-screen 'Immersive Mode' and

Google has just released a large update to the stable channel of Chrome OS to version 28.0.1500.68, which includes lots of nifty features and purported performance improvements. First up are the user-facing features, which include a newly designed Files app that now gives access to Shared and Recent files from Google drive, as well as new notification pop-ups for Hangouts, Gmail, screenshots and others. Google has also updated the Chrome Office Viewer to make handling of Microsoft Office documents just a little easier. If you decide to dive into chrome://flags, the latest version also offers an "Immersive Mode" which hides more of the browser chrome and gives a full-screen experience.

Under the hood, version 28 brings the new "Blink" rendering engine, which supposedly speeds up browser performance but offered no distinguishable performance change on our Chromebook Pixel. Speaking of the Pixel, you will now see a visual indicator of touch screen input when clicking on a link, which can be useful for non-touch-optimized sites.

Overall this update brings a tightening of the screws around several different areas of Chrome OS, with lots of little tweaks that make living in the browser just a little easier and better performing. Hang around after the break for several screenshots of the new features in action.

US Navy To Begin Production of Lego Robot Army

US Navy To Begin Production of Lego Robot Army

A few days ago the Department of the Navy solicited procurement for Lego Mindstorm NXT Robotics Kits, for use at the United States Naval Academy in Annapolis. These programmable kits allow users to not only build robots, but also provide software to test and modify real-life robotic behaviors. Hello Skynet!

Lego Mindstorms features an advanced 32-bit computer-controlled NXT brick, interactive servo motors, Bluetooth communication and multiple downloading capabilities. Each kit includes touch, light, sound and ultrasonic sensors with compass, color and accelerometer add-ons.

The Naval Supply Systems Command Logistics Center, located Norfolk, VA, put in the request a few days ago:

The NAVSUP Fleet Logistics Center (FLC) Norfolk, Norfolk, VA intends to solicit a sole source procurement action with Firm Fixed-Price provisions for Lego Mindstorm NXT Robotics kits from Lego Education, Pittsburg, KS for the United States Naval Academy, Annapolis, MD. The Robotic kits will be acquired in accordance with the Federal Acquisition Regulation (FAR) [US Navy]

I think we all know where this is heading. One can only hope that these Lego robots never become self-aware and turn on us. Imagine the horror of an artificially-intelligent Lego supercomputer keen on starting global thermonuclear war! I think we should all hold our children a little tighter tonight. On the plus side, Lego drone sets are sure to be hot sellers this holiday season! [Defense Systems]

Wal-Mart rebuked: D.C. city council approves living wage bill

Wal-Mart warned that it would scrap plans for three D.C. stores if the city council approved a bill requiring major retailers to pay employees a 'living wage' of at least $12.50 an hour. Wednesday, the D.C. Council rebuked Wal-Mart and did it anyway.

By Ben Nuckols,?Associated Press / July 11, 2013

Wal-Mart Stores Inc. logos at a company distribution center in Bentonville, Ark. last month. Washington, D.C's city council has approved a bill that would require Wal-Mart and other major retailers to pay workers a 'living wage' of at least $12.50 an hour. The company has threatened to scrap plans for three stores in the area if the bill passes.

The D.C. Council issued a legislative rebuke to Wal-Mart on Wednesday, approving a bill that would require the retail giant and other big-box chain retailers operating in the nation's capital to pay their employees a "living?wage" of at least $12.50 an hour.

Wal-Mart has warned it would scrap plans for three of the six stores it had hoped to build in Washington if the bill becomes law.

While some cities including San Francisco and Santa Fe, N.M., have approved across-the-board minimum-wage hikes, the bill would make Washington the first city to single out big-box retailers. It applies only to retailers with stores of 75,000 square feet or larger and annual corporate revenues of at least $1 billion.

Council members voted 8-5 to approve the measure, setting up a difficult veto decision for Mayor Vincent Gray. The Democratic mayor must balance liberal local politics with his administration's job-creation and economic development goals.

While Gray has not said whether he plans a veto, he told the council he has deep reservations about the bill. Two of the stores Wal-Mart says are imperiled by the measure are in predominantly African-American communities east of the Anacostia River, where Gray?lives?and where unemployment is far higher than elsewhere in the city.

The council would need nine votes, one more than the bill received Wednesday, to override a mayoral veto.

"I strongly encourage the council to consider whether this bill would promote and encourage strong economic development for the district, improve the financial health of district residents, and improve the climate for businesses," Gray wrote to the council.

His administration has said he would prefer for the council to discuss raising the city's minimum?wage?of $8.25 rather than singling out major retail chains.

Wal-Mart says the bill would unfairly single out the company and could have the opposite of its intended effects, namely by flooding the stores with applicants who?live?in the suburbs and driving up prices at stores in the city. Besides Wal-Mart, numerous business and trade groups oppose the bill.

In addition to the three stores it might not build, Wal-Mart spokesman Steve Restivo said in a statement that the company would "review the financial and legal implications on the three stores already under construction."

"This is a difficult decision for us ? and unfortunate news for most D.C. residents ? but the council has forced our hand," Restivo said.

The Chicago City Council approved a similar bill seven years ago, but it was vetoed by then-mayor Richard M. Daley. Joe Moore, the city alderman who sponsored the bill, said Wal-Mart made "the same kind of threats" about refusing to open stores in the city when the legislation was being considered. Wal-Mart ultimately opened several Chicago stores.

New York state raised its minimum?wage?in March but only after agreeing to provide tax subsidies to stores that hire seasonal workers, including Wal-Mart.

The bill in Washington includes exceptions for existing businesses and stores with unionized workers, which has led Wal-Mart and other opponents to call it unfair. It's backed by labor unions and other advocates for the poor.

The council chamber was packed with supporters of the bill.

The Rev. Graylan Hagler, one of the leaders of the coalition, said Wal-Mart was being disingenuous because company representatives told him and other members of the clergy three years ago that they would pay a starting?wage?of $13 an hour in the district.

"I, like many, believe that Wal-Mart in particular is not the best citizen nationally or internationally," said Councilmember Tommy Wells, who nonetheless voted against the bill, saying: "I view this as a job killer. We are not rural America. We need our minimum-wage jobs, our low-wage jobs."

Former Utah State coach Andersen excited to coach Badgers football

?

?

? From his new office overlooking the field at Camp Randall Stadium, Gary Andersen still can see the fateful line of scrimmage.

Four years after taking over a languishing Utah State football program, Andersen had the Aggies on the verge of a major upset last September. Trailing the Badgers 16-14 with 11 seconds remaining, his team lined up for the winning field goal.

?Nineteen-yard line. Right hash,? Andersen said, pointing to the spot last month.

The kick sailed wide right. Then-Badgers coach Bret Bielema heaved a huge sigh of relief as Andersen walked off in defeat. But that night?s importance lingered into December.

After winning a third consecutive Big?Ten title, Bielema abruptly left for Arkansas, thrusting the Badgers into their first true coaching search since they hired Barry Alvarez in 1990. Alvarez, who hand-picked Bielema as his successor before becoming Wisconsin athletic director, did something that California, Kentucky and Colorado could not ? persuade Andersen to leave Utah State.

In the six years before Andersen took over Utah State?s program, the Aggies went 15-55. His teams went 4-8, 4-8 and 7-5 before turning in the best season in school history last year at 11-2.

?What he did there was fabulous because he brought the program from zero,? said Ron McBride, former Utah coach and Andersen?s longtime mentor. ?He was No. 1 on Cal?s list. I was shocked he turned that down. I figured he was going to stay at Utah State, so the Wisconsin thing kind of blew me away.?

During his interview, Andersen immediately hit it off with Alvarez. And Wisconsin didn?t have to do much selling because Andersen had seen enough as a visiting coach last fall.

?We were heartbroken with that loss,? Andersen said. ?But you also walk out of here going, ?That was big time.? It?s as big as it gets in college football.?
